The EU is developing a very different approach to antitrust law, which is supplanting and displacing American law, said Keith Hylton, a Boston University law professor regarding the recent EC antitrust probe of Microsoft. American law puts antitrust constraints on dominant firms like Microsoft, but also offers safe harbors.
