ID cards off to slow start

The high-tech identification card under development for federal employees and contractors comes with high expectations for better building security and simpler employee access to computer systems.

But before any of that can happen, program offices in charge of implementing Homeland Security Presidential Directive 12 (HSPD-12) have to overcome some problems.
