It's astonishing that confidential information for 26.5 million veterans has gone astray after thieves made off with a laptop that an employee of the Department of Veterans Affairs had taken home with him.

But no less troubling is that, after repeated incidents involving data-rich equipment disappearing, companies and government agencies still prove themselves unable to enforce basic security measures.
